Scholarships Regulations at the American University of Madaba (AUM)

No (2) for the year 2019

 

Issued in Accordance with the Provisions of Article (26) of Scientific Scholarship Bylaws

No (3) for the year 2018

 

Article 1      These regulations shall be named “Scholarships Regulations at the American University of Madaba No (2) for the year 2019” and shall go into effect from the date of approval by the Council of Deans.

 

Article 2      The following words and phrases, wherever mentioned in these regulations, shall have the below specified meanings unless the context indicates otherwise:

Employee

Faculty member or staff member who is in permanent service at the University, or an employee under contract if the conditions of their appointment stipulate this status.

Scholarship Recipient

The person sent by the University or sent through it, from full-time employees of the University or others, on a scientific scholarship for a period of four months or more, to obtain an academic qualification or training certificate, whether the University or any other party covers the expenses for the benefit of the University.

Academic Qualification

The academic degree, Professional certificate or specialized certificate that the delegate is sent to obtain.

Scholarship Expenses

The expenses paid by the University or by any other party for the benefit of the University for the scholarship recipient, including monthly stipends and allowances, travel expenses, tuition fees, living expenses, and any other expenses incurred for or due to the scholarship.

Article 3

a.       The scholarship recipient is delegated to obtain an academic qualification based on a decision by the Council, upon the recommendation of the Faculty Council and the recommendation of the Department Council or the relevant Director.

b.      The scholarship for training is initiated based on a decision by the Council, upon the recommendation of the Dean or the relevant Director.

c.       The duration of the scholarship is determined by a decision of the Council as specified in Article (8) of the Bylaws.

d.      The scholarship duration specified in Article (8) of the Bylaws may be extended by a decision of the Council for a period not exceeding one year in cases where the scholarship recipient and the institution in which the scholarship recipient is studying provide justification for such an extension.

e.       Each Dean provides the academic scholarship plan to the Council based on the recommendations of the Faculty and Department councils.

f.        The Council reviews the academic scholarship plans yearly, considering the department’s needs and annual budget availability.

 

     Article 4       

                    A)       The scholarship candidate shall obtain admission into a recognized university included in a list of universities recognized by the University, upon satisfying all requirements of unconditional admission into that university, including language and entrance exams and prerequisites to start the study program of the degree they are sent to obtain, with the University not covering any of the fees or special expenses related to all requirements mentioned above.

B)   Priority is given to academic scholarship candidates who have been accepted by American Universities inside and outside the USA.

 

Article 5  A) The candidate for the scholarship may be appointed as a research and teaching assistant or a full-time lecturer for a period not exceeding two years, except in exceptional cases determined by the Council.

                   B) The appointment of the candidate for the scholarship is not considered binding for the scholarship, and the final scholarship decision is made by the Council after fulfilling the necessary conditions for the scholarship. Top of Form

Article (6)

A) The candidate for the scholarship is obligated to provide all the necessary data to the Human Resources Department at the university seven working days prior to the date of signing the scholarship contract, in order for the university to take the necessary measures to ensure their safety.

B) The candidate for the scholarship is obligated to pay any additional premium that may be required by the insurance contract due to special circumstances related to the candidate's health and/or living conditions, within a maximum period of one week from the date of issuing the insurance contract.

Article (7)

It is not allowed to send the employee committed to service on another scientific scholarship before the end of their commitment period, except in special cases determined by the Council based on the recommendation of the concerned faculty/department. In this case, the total duration of the scholarship must not exceed five years, except in exceptional cases determined by the Council.

 

Article (8)

1-        The Scholarship Expenses shall be as follows:

A.    Economy class travel fares for the scholarship recipient, their spouse, and two of their children under the age of eighteen who accompany the scholarship recipient, for the entire duration of the scholarship, for one round trip only.

B.       University or institution fees.

C.   Thesis printing costs up to a maximum of 200 dinars.

D.  Monthly expenses shall be as follows:

-  For scholarship to first-category countries, a monthly salary of 1200 dinars for married individuals and 1000 dinars for single individuals.

-  For scholarship to second-category countries, a monthly salary of 1000 dinars for married individuals and 800 dinars for single individuals.

E.     A lump sum amount shall be paid to the scholarship recipient to cover emergency expenses if the scholarship is funded by the university, equivalent to a full month's salary as stated in paragraph (D) of this article.

F.      The scholarship recipient shall receive a payment in advance deducted from the health insurance expenses, which shall be repaid annually by official receipts amounting to 700 dinars for married individuals and 400 dinars for single individuals.

G.    If the scholarship recipient 's study requires coming to the Hashemite Kingdom of Jordan or traveling to any other destination other than the country where the university is located, for the purpose of conducting studies and research related to the scholarship and its requirements, the cost shall be covered by the relevant authorities at that university, based on the decision of the Council of Deans and the recommendation of the concerned dean / director  or the entity responsible for financing the scholarship ( if it is not directly covered by the American University of Madaba). In this case, the monthly expenses, in addition to a round-trip economy class ticket, shall continue to be disbursed to the scholarship recipient only.

2- A)  The candidate for the scholarship may waive all or part of the specified scholarship expenses in this article in exchange for reducing the required mortgage value, provided that the duration of their commitment to work at the university after returning from the mission is not affected.

B)  If the candidate for the scholarship waives all scholarship expenses, they must submit a notary guarantee or a mortgage on a property that covers the duration of the scholarship. The Council determines its value, which shall not be less than thirty thousand dinars.

 

3-      The scholarship recipient who is internally delegated and remains in their position at the university during the scholarship shall receive their regular salary in addition to university fees and an amount not exceeding two hundred dinars as a thesis printing allowance.

 

4-        Countries are divided into two categories for the purpose of calculating expenses:

·         First Category: United States of America, Europe, Canada, Japan, Australia, New Zealand.

·         Second Category: Other countries, including the Hashemite Kingdom of Jordan.

 

Article (9)

A. For the purpose of renewing the scholarship annually, the Human Resources Department sends a " Scholarship Renewal Form" to the scholarship recipient two months before the end of their scholarship, requesting them to provide the dean or the relevant director with a report from the supervisor on their studies, indicating their academic status. The form should be accompanied by the grade report for that academic year, if available.

B. The documents mentioned in paragraph (A) of this article shall be sent along with the studying evaluation form.

C. The scholarship renewal is carried out annually within the legal duration of the scholarship, based on a decision by the council upon the recommendation of the faculty council and the relevant department council, or upon the recommendation of the relevant director.

 

Article (10)

Taking into consideration the provisions of the Bylaws, the extension procedures are carried out after the legal duration of the scholarship has expired, in accordance with the procedures mentioned in Article (9) of these instructions. The council issues a decision to extend the scholarship based on the recommendation of the faculty council and the relevant department council, or upon the recommendation of the relevant director.

 

Article (11)

In the event of the Council's approval to grant a loan to the scholarship recipient:

a.       The scholarship recipient shall undertake to provide additional financial guarantees equal to twice the required amount for the purpose of disbursing the loan, provided that the recipient submits a letter from the supervisor of their studies stating that they are about to complete their studies during the period covered by the loan.

b.      The loan is disbursed after filling out the relevant form in the Financial Department, which includes the necessary conditions and guarantees. This form is signed by the scholarship recipient.

 

Article (12)

a.       Upon their return, the scholarship recipient must submit a written application for employment at the university to the dean of the relevant faculty.

b.      The dean of the faculty refers the application to the concerned department to go through the employment procedures according to the prevailing regulations and instructions at the university.

 

Article (13)

The period of fulfilling the commitment for the scholarship recipient returning from the scholarship, after completing all the requirements for obtaining the degree or certificate, is calculated from the date of their commencement of work at the university, provided that they present evidence of obtaining this qualification from their university and a certificate of equivalence for their certificates from the Ministry of Higher Education and Scientific Research.

 

Article (14)

The President and the deans are responsible for implementing the provisions of these regulations.

 

Article (15)

The Council shall decide on any cases that are not covered by the provision of these regulations.

 

Article (16)

These instructions cancel the Scientific Scholarship Regulations at the university, number (10) for the year 2012, and any other instructions or decisions that conflict with these regulations.
